Handcuffs legal to sell in Georgia?

No reason I can think of that would make them illegal to buy/sell/trade/possess. Zip ties are legal too.

I'm betting Starship sells them and I'm guessing they don't check for LE credentials. Perhaps a customer of said establishment can verify....

I doubt you are going to find any documentation because laws are written to prohibit specific items and behaviors. For example, the law does not say you may drive under the speed limit; it says you can't drive over it.
