Has this front sight been welded back on ?

I took an interest in a WWII-era S&W, but something suspicious caught my eye, so I messaged the owner, asking for a couple more photos, then enlarged them.
I'm nearly positive this Victory Model, has had the barrel cut down, and the front sight re-attached, but thought I'd ask the hive for some confirmation.
BTW, it's advertised as a 38spcl, but the barrel clearly says 38S&W, so I assume this was originally a 5" Lend-lease pistol, that was hacked into a 4-incher, as was (as I understand) often done on these longer LL pistols.

Apologies, I admitedly misspoke and used incorrect terminology. The question isn't so much about the exact process utilized, but whether or not this was essentially an "aftermarket" alteration, which seems to be the case, as I surmised.

It is not a factory front sight install.
