Guns and ammo have never been considered necessities or essential items. Thus the term "gouging" does not apply to guns and ammo. Some examples of gouging is $20 for a gallon of milk, $12 for a loaf of bread, $9 for a bottle of water. Normally, this happens right after a natural disaster or an emergency situation.
If you want to use the term "gouging" when referring to guns and ammo, OK. Just know, the term is incorrect for guns and ammo according to the definition of "gouging" in this and most other states.
