That should be on a 30 Amp breaker, as long as the wire is 10 gauge. Your capacitor is probably fried.

Hope they just cheaped out on the breaker and not the wire back to the panel.

I could be.. how is the access from the panel to the outside unit? It's a little confusing because you should have 10# wire running out to your unit already

The panel is in the garage and the unit is on the opposite side of the house
