I had an inspection conducted of a house I was looking to purchase. The inspector found pans in the attic to catch water from the roof leaking into the attic.

I requested a roof replacement amongst other things in a "request for repairs".

The Seller came back with an offer NOT including roof replacement and another item. At this point am I within my rights to reject their offer and cancel negotiations with Seller and withdraw my offer on the house?

Depends how you wrote the offer. Normally, if you are within the inspection period (normally around 7-10 days) you can walk. All you'll lose is the option money (Generally $100 or so) if there was any. You'll get your earnest money back.
A roof is a huge expense. If it's in good shape, a repair would have been the more reasonable request. Assuming you still want the place ...

House was built in 1998 with no indication of it ever being replaced. And everything including inspection was conducted quickly. Today is the two week mark of signing the contract.

Well, then if it's not priced accordingly, walk. Is this in Georgia or Alabama? If it's in Georgia it almost assuredly has hail damage by now and the current owner could likely get it replaced through his insurance for little/no out of pocket depending on their coverage. If that is true he's an idiot not to do it. Any future inspector that's not blind will find the same issue. Did the seller not disclose that in the disclosure statement? If not he's slimy and I would just walk on principal. Who knows what other hidden surprises await.
