yep, I have gotten a few like that myself. Ding dong at the ATF clicked the wrong radio button. Use Ask the Experts or email Ted or better yet, do both. You should get a new stamp within 24 hours. Mine took 20 minutes.

Actually, I just looked and I emailed Ted on the second and third one I got that had the draft watermark on them. I emailed Gary Schailble on my UZI which was the first one I got like that. His mail is Gary.N.Schaible@usdoj.gov

Nah bro I have had it on a pistol lower waiting to be set free. Breaking the law isn't worth it to me. Not when I can do it the legal way. I haven't even had a speeding ticket in close to 20 years.
