I have decided I need a radio

Do to current instability with our Mighty Nation, I need to pick up a SSB CB Radio..I have been out of the radio world since the late 70's. I have decided to get opinions, on what works best for local and long range. I want something portable for both home and vehicle. I will need one that has weather channel and alerts..I also need to figure out what kind of antenna for both, that are reasonably priced..I don't have a SWR Meter so will look at someone that does before using what ever radio I decide on. Yah they have been some huge improvements in the Radio's today...I had a Cobra many, many years ago..But I am clueless today..

I've got a Baofeng radio but to be honest I'm not sure how to set it up correctly. Besides that, when you turn it on...it says something in Chinese which I don't comprehend.
