Do they still make throttle locks for motorcycles? I always thought those were pretty dumb

They do and I've used them for thousands of miles. You can still roll off (down) the throttle when "locked". They really aren't dangerous. It's the throttle 'rockers' that used to get me in trouble. In a slow turn always hitting the freaking thing and gunning it. Not good especially when completely unexpected. Fun times though....
