you mean like the government is buying tons of ammo even if they don't use it all or have use for it anytime in soon just to reduce the public's availability of it so the company can produce the governments order first.

the question is are they intelligent enough to think of that? i hope they doesn't come across as conspiracy theory like

I doubt that. I know that the government purchases large batches of .40, 9mm, 5.56, and 7.62x51, but it's you ****ers hoarding all of the .357, .380, .22LR, and other calibers that the gov't really has little use for that's causing most of the ammo shortage.
