Did you install the gas tube?

Sounds like it needs a different buffer. Believe me I've seen one that was that simple.
Buffer tube, buffer spring, buffer, bolt carrier, bolt, gas rings, ejector, gas tube, gas block, hammer......or even the barrel. It could be one or all of these things. Short barreled ARs produce a much lower pressure into the gas tube and that can cause problems if everything isn't perfect.

I had one with a 7 inch barrel that was actually bending the gas rings each time I fired it. The fix was a one piece ring kit and the pistol ran 100% after that. An $8 part fixed it. That one had a GSE 2nd gen shorty buffer kit that uses no "buffer" at all with only a spring in a VERY short tube with a custom bolt carrier. It's an almost $300 kit but it works. I ended up with around $1200 in that gun.

I've talked briefly with Boomer and I suspect that the tube/block/barrel aren't agreeing with each other. One or more of them are either out of spec or misaligned.
