It's not because it's restricted marked, anyone can own it. The CCW/Mil ID, etc. is because I have no desire to supply a felon with a firearm.

Their was a bill in effect for a little while on that but no more. And now people pay more for restricted it seems. I like that much better than the one with m4 roll marks.
