Not being a dick but you are wrong. Anyone can ship a handgun in state to someone else as long as they use UPS/FEDEX. You can only ship rifles through USPS.

Any handgun has to be sent to a dealer for transfer. You cannot legally ship a handgun to anyone in state or out of state without being through a dealer. You can ship a rifle in state only to someone without going through a dealer.
