A lower isn't a rifle, it's considered "other" firearm and must go through an FFL. If someone wants to pay actual shipping and FFL fees then I can make that happen.

I tried to mail a complete lower through USPS a year ago and they called me a few days later saying they wouldn't do it because no barrel could equal SBR.

Within the state you can ship it via FedEx without an ffl.
