Shotgun ammo is called a shell because of its construction. Unlike rifle or handgun rounds, which have a single bullet in a brass case, a shotgun shell has a plastic or paper hull that holds multiple pellets (shot) or a single slug.
The term “shell” comes from older designs when casings were made of brass or paper and resembled a thin shell around the contents.

Regular ammo is called a cartridge because it’s a single, self-contained unit with a bullet, casing, powder, and primer. The term comes from the French cartouche, meaning a complete charge for a firearm.

Technically, a shotgun shell is a type of cartridge, but the different materials and function led to the name distinction.
