I'm not sure how a bill of sale would be of any use when it's a non serial numbered item. Can you perhaps share your experience to enlighten others?

What's the big deal? You get a bill of sale when you buy groceries at the super market... and most anything else you buy...

Some people like to keep track of what they spent and where they spent it.... a bill of sale helps that.

He's not asking you to register your purchase... he's simply giving you a receipt when you buy something from him.

I've bought several things from him and he's given me a bill of sale each time. If I didn't want it, I'd simply throw it away.
I keep mine so that the end of the year, I can tell how much I've spent on components for reloading.

The supermarket doesn't demand personal info to make a purchase (excepting a DL glance for booze). Not really a good analogy.
 
Actually, if you pay with credit card or a check, they most certainly do get your personal info.
...and he didn't demand the information... he said it would be helpful.

He's not asking for your social security number or medical records.

A bill of sale typically shows your name and address... both of which are public record and can easily be found.
