According to one ATF ruling it is not a firearm if it is permanently attached to a shaft giving it an overall length of 18 inches...the powerhead by itself could be considered a firearm.
A device ostensibly designed for submarine spear fishing, but capable of chambering and firing .22 caliber rimfire ammunition, is a firearm within the purview of the National Firearms Act. However, such device, if permanently attached to the speargun shaft by the manufacturer, would not be a firearm.

I'm not after you....I just never knew this kind of thing existed. So I googled it and found a dive shop online that sold them but they were not an FFL and it occured to me, huh, I would have thought this thing was a firearm. That's all.crap..Am I on trial....
