He was wrong. He edited his original post. The original post said NOTHING about no ID being presented and said exclusively that the buyer was under 21, and it was the law he could not sell to the guy. It's black and white. He was wrong on his interpretation of the law.
OP, you were right in not selling to someone with no ID. Good on you and good luck with sale.
