First, the title isn’t accurate. Thats not a Ruger anything. It appears to be a Winchester Wildcat, which does use Ruger 10/22 magazines.

Second, it isn’t a handgun. If it is a Winchester Wildcat as it appears, it’s a rifle that has been cut down to create an illegal SBR.

I’d strongly suggest you figure out exactly what you have and the legality of it.
