Well if it's never been out of the box my understanding is that a law was broken. The FFL holder would have had to open and remove the weapon from the box to verfiy the serial number. They may have been able to do it with just opening the box however I'm willing to bet it was removed or like I said to start a law was broken. Maybe I'm wrong.
