Unless it wants to. Then it conveniently labels them "Freedom Fighters" instead.
In this context, the goal is to limit the damage by "giving them what they want", so they will go away and then its law enforcement's job to stop/punish them. Somewhere else. Where their employees and customers aren't going to be hit by stray fire. That is why they pay taxes and insurance pays for the lost junk... er... merchandize. This is why convenience stores don't want employees carrying guns or resisting theft. It doesn't appeal to our sense of direct "justice" or fairness, but in the cold reality of business, its cheaper to let the bad guys "get away with it", knowing they aren't going to for long.
