As a retired pilot, I'm just a little sensitive to going right to "Pilot Error" without knowing the complete story. I'm not suggesting jumping in any direction. What I've never seen is a maintenance test flight, scheduled or otherwise, in bad weather and what I've never heard is a "Mayday" in controlled flight. I pray for these guys everyday. You are correct. but most maintenance flights means it just came out of a phase hanger inspection. Scheduled stuff. So you can’t just jump that direction either.
Most aircraft mishaps are CFIT, controlled flight into terrain.
Means human error. I am not saying that happened here , just from What I know as being a Saftey insp.
too many unknowns here. Looks like weather was a factor too. Best thing to do here is offer our prayers to our lost brothers and wait .
