My S&W 17-2 needs help

The cylinder latch is frozen. And the extractor spring (my ignorant diagnosis) wont allow the center pin (?) to retract and close the cylinder.

I took it a part to reblue it and now I cant put it back together. I tried cleaning it as best I could without a full take down (I don't know how) but it appears to need it.

I cant get the extractor to come out to clean.

Can someone recommend a gun smith to thoroughly clean and put it back together correctly? I'm in the Alpharetta area, but can travel to the right person.
