Microcenter will price match anywhere so will best buy and costco and sams usually have them too. Like others said only need cellular if you want to use it out and about but they're not very practical on the go due to their size and you already have a phone

Amazon, Walmart, best buy. Most anybody should have the latest standard iPad, its 329 and works with the first gen smart pencil. I think it will be a good one, its great to browse the ODT on or watch YouTube. Good luck!!
