New Keltec gun, where's my bullet?

Bought a new pistola today...hey it's the July 4th weekend Most of the handguns I pickup come with a case fired at the factory. This one did not, is this normal? Did the factory keep it and send it in? Whats the norm on this? Thanks guys

it's a guess, but i'd say keltec doesn't sell in states that require the fired shell casing to be included...
