It won't do anything. Only a small percentage of Congressmen will risk pissing off the NRA in an election year. Even the White House (not exactly "pro-2nd Amendment") gave it a "cool reception" per some articles I read. This is sabre rattling for constituents in specific districts, not serious legislation going anywhere.
