Just discovered this awesome setting on my iPhone and wanted to share. There may be something similar for you Android people out there.
Ever since I've had my phone, I'm pretty sure the number has been reused several times. It gets a good amount of spam calls from random places like Cheney KS, Madison SD, Milford DE, Laughlin NV, and Jewett City CT. I also get a lot of spam calls from apparently local-looking numbers. There's no use blocking them... the spammers just spoof a different phone number next time.
Anyway if you go to the phone system settings, then to the Phone app settings, you'll see "Silence unknown callers". Turn this on and voila! No more annoying rings during the day. Incoming calls will still ring from people in my contacts list and my recent outgoing calls. So that means if I call a new business, they can call me back and I'll see them calling, even if they are not in my contacts.
I also turn off voice mail and turn off Siri Suggestions, so the spam calls don't go anywhere. They can't leave a message, because that would take up more of my time to sort through them. My friends know to text me, or write a simple email, or they just call back later. Not having voice mail is not a big deal.
This has (so far) cut down on 100% of the spam phone calls I used to get.
