Well, we just had one recently. Reported to be carrying molten sulfur. Luckily no tanks ruptured.
 
If you track down the footage that the OP was taken from, its a 5-wagon train, and it's traveling at about 3 mph. The track as filmed is in such a poor state of repair that the new owners have apparently been replacing sections in order to connect up with another regional line since 2017.

The line goes from someplace nobody has heard of to someplace nobody has been.

It's clear that there are rail sections in the network that are in desperate need of repair and are unsafe for use, but the NS line thru' East Palestine wasn't to blame for the derailment. It was an axle box overheating (and possibly lack of detectors on the line to have sounded an alarm).
