There is only one handgun that will fill all those requirements: G19

Probably Glock 22, but 23 would be my second choice. Reliable, good stopping power, it's what a lot of my friends have, easy to get parts for and work on, etc. It might be a little bit bigger than the 23 for summer carry, but I've done it before for many years.
