It did not come with the goofy 2 different height sight rings. Do I get them or invest in a rail?
The nice thing about those 2 goofy rings are they are quick detach just in case you wanna use iron sights for some unbeknownst reason. 
The Ruger ring system is very strong, and you'll have less parts involved than if you buy a mount and slap rings on it.
If you buy Ruger rings, make sure to lap them. I've seen a lot of them with sharp edges that can gouge a scope.
