Well one is DOJ and the other is under the Treasury Department. So that could be a co flict right there. And when you go all the way back the ATF was supposed to be a tax collection agency. So as far as their original purpose goes they don't have much in common with the FBI.
Aside from that the ATF is so tainted by numerals scandals I don't think any other agency would want to be affiliated with them.

This, there is no "constitutional" purpose for the ATF. They were given weapons, use of force and arrest powers due to a few moral busy bodies and corrupt politicians who criminalized alcohol consumption.

Tax alcohol, tax tobacco and tax firearms as much as the people will tolerate but they do not have the constitutional right to control, restrict and ban any legitimate source, commerce, use or possession as it applies to an American citizen.

They were re-enacted due to prohibition and when prohibition was repealed a "new" job was created for those government employees.

If anything, move them to the IRS.

Atf is now department of justice and much different than they were under treasury. Fbi was always doj right? . . .

Well my info may be dated. It used to be that ATF and the Secret Service were both departments of the US Treasury.

True. Atf changed maybe 5 years ago. They changed a fair amount.
