Im betting it is a tight chamber , the ballistic tip bullet has more taper on the bullet there for its not as tight in the chamber.

This is kinda what I was getting at but I was (wrongly) assuming the bullet profile was due to the bullet weight...
Also I notice in the pics it looks like the case necks down at different angles than each other. Also the neck area of the Lake City looks wider, although it shouldn't be. What do your calipers read on the necks of both cases?

I enlarged the picture and measured and the case mouth of the Lake City is definitely wider than the mouth of the other one. Talking about the outside diameter.
Use a sharpie to mark the rounds that won't chamber, then try to chamber and see were the marker is rubbing off
It's obviously out of SAAMI specifications. Trash it or give it to someone to dismantle for components, resize, and reload.

Check to see if the heavier i.e. Longer bullet is contacting the rifling by using a black marker or candle soot. The soot is fragile and will note the slightest contact. The marker is more durable and I'd work it 2-3 times slightly then check your bullet for contact.
