Shipping M16A1 Kit to NY or WA????

Sorry I am new to any kind of shipping of firearm parts as a seller. Typically only face to face. Why on earth would someone email me and ask if I would ship an M16A1 kit I have to NY or WA? It sounds sketchy to me. If you lived in either place you would ask if I would ship it there, not both. And by asking if I will ship there seems like they are suggesting this might not be legal. Any help is appreciated

No a m16 a1 kit would be fine as long as is doesnt come with the lower none of the parts individualy are illegal. Im from NY originaly and I still have family up there so I ship stuff quite often, however still seems sketchy I dont like doing anything but ftf transactions.
