Upstairs neighbors smoke detector has been running dead for 3 weeks now and is loud as hell I can hear it through the vent

Told them about it several times they said “ain nun rong” 
They don’t know that’s what the beeping means
The beep means its working....duh...
I had a smoke detector beeping the low battery beep. I changed batteries in all of them and still had the beep. I finally tracked it to my office and found a box that belonged to my dad. It was full of smoke detectors. I thought I was going crazy.
