Stripped lower FFL help

Is a transfer from a FFL necessary for a stripped lower? I have read places where a stripped lower does not need an FFL, yet a complete would. I got a call today from the people I ordered my stripped lower from and they state I need to have it shipped to a FFL. It threw me for a loop because I thought it was not necessary.

Any thoughts?

Yes it will need to be transfered to an FFL.

Yup... FFL because it's the serial numbered part aka the Receiver.
