all of there TAP stuff is limited like that. I think Winchester does it for their Ranger stuff

Yeah, but you can get Ranger from any number of dealers and distributors like sgammo and TDS. Same goes for HST, which is supposedly a law enforcement only load. Hornady goes to extra lengths to ensure it stays out of civilian hands.
