Did a Disney artist do that tattoo? Because it looks to me that Jeffrey Dahmer has been race swapped.

When I was ten years old (I'm 68 now) my cousin talked me into putting his girlfriends name on his upper arm with a needle and a jar of India ink. I couldn't even write that great with a paper and pen much less on an arm with a needle. He sure was sorry about that, the tattoo lasted a whole lot longer than they did.
