I’m not knowledgeable about tattoos but I saw some guys getting them in the Philippines that were the best I have seen. Anywhere. And they weren’t done in a studio/shop.

There was a guy in Angeles City in the Philippines in 1972 that did some awesome work. He sat up in the back of one of the downtown bars and did some great stuff for US dollars. I didn't get any work myself but admired some of the guys on my flight when they healed up.
