This article about the shortage of USAF pilots makes no sense at all

Not really. This was during the Gulf War. F-16, weapon system and training hasn't changed that much. Had incentive rides in an F-4, F-16 and F-15 during my career in aircraft maintenance. Fighters are extremely intense and physically grueling. Sounds easy til someone starts shooting at you.

I'd poop my pants.
I'm pretty sure some of that grunting was from the G's as well as poop...

We have a young man from our Church in the USAF. His dad told me this morning he is in Pensacola waiting to find out what type aircraft he will be on, he wants to go the C-130 route. Maybe he'll get it, since there is a shortage of pilots. Apparently AWACS is where none of them want to end up, maybe alot of these guys go the airline route. He will be a Combat Systems Officer. This concludes all I know about the Air Force...

If you have less pilots why would you need two new facilities to train the pilots you don't have ?

If no one is signing up to be a pilot I'd think the existing training facilities are less than Capacity?

When people in any profession leave faster than they can be replaced, the choke point is the training. Training remains a constant (if it is to maintain quality) and can only turn out so many people per period of time.

For example, if more orthopedic surgeons retired in the next two years than the residency programs were turning, and retirements were to continue at that rate, the number of surgeons would continue to decline until there were additional training programs that would match the rate of increase with the rate of decrease.

Yep, that's the plan. Either AF or Navy ROTC so that he can be commissioned, and hopefully earn one of the pilot slots.

Go for the scholarship every year.
If you don't get the 4yr., go for the 3 or the 2 or the 1.

I also think you can re take the AFOQT if you don't qual. For pilot or nav.

My info is dated, caveat emptor.

I have a friend whose son joined the National Guard, and is going to college through that route. He actually work for the Guard. Don't know the details, but something else to look into.
