There are tons of driveable cars for $1000 on marketplace
Just seeing if someone can hook me up
I let a lot of people shoot for free at my
Place , so maybe someone has a hook up.

A running one... chained to a post in the middle of the shooting area, prop stick on the accelerator so the vehicle can just run around in circles.... while we shoot at it! Yeah, hell yeah, I'm liking this concept!

Or, someone could just drive it around. Swerving and accelerating/slowing would be a much more challenging target.
