Does anyone have a letter from the BATFE saying it's legal to attach a oil filter to a firearm's barrel via an adapter?

I should have continued by saying:

".. an adapter for the expressed use of filtering cleaning solutions and none other."

I've seen some case law confirming it's legal, and heard of the letter but never seen it.
