Computers use what is known as a domain name service (dns) server to direct domain names (www.theoutdoorstrader.com) to the appropriate web server. Each web server has a unique IP address such as the one listed above. Many network admins will just block a domain name rather than the actual site address. By typing in the IP address rather than the domain name, there is no reason to access the dns server to find out what the ip address is for the site you are requesting.
