What is this? (Japanese rifle?)

This has been in my fathers posession for a while and I can't find anything out about this. The only reason we think it is Japanese is because of the rising sun emblem. Any information about this rifle would be much appreciated.

Yeah not bad I thought a lot of the mums were scratched off. You might have something pretty good there.

Yes, damn shame someone sporterized it. Seems to be a pre surrender bring back.
