The dwell meter was used on cars that had points in them.

It's a distributor machine. You mounted a rebuilt or new distributor in the machine, it would spin the distributor shaft. You could set dwell on the points, you could see the advance curve of the mechanical weights, you could then change the weights to change the curve. You could operate the vacuum advance and check it's advance curve.
