I have been to each one and despise them all equally.

Any city where the majority of the population act as if they belong in third world countries.
Where they have little regard for the public in general and act as if they are above law and order.
This includes dealing drugs , riding unregistered vehicles in packs and blocking traffic, congregating in gangs and generally acting like a pack of animals.
Such acts should be able to be met with force enough to be effective, legally.
