Who in The ATL Metro can LEGALLY ship Haz-Mat?

I am in need of a shipper who is licences and willing to ship powder, for a fee of course. I would like to ship to a person wanting to buy, and I cannot find a business that is licensed and willing to do so. In fact it is near impossible to find anyone locally or a local business that is certified to do so.

Please do not tell me to "just wrap in a box, mask the odor and ship it". Illegal shipment is not an option.
