Two of my brothers went through the NGTC program. Both started local, but went to Florida to make 2-3x times as much as here. Now they're both in California making double that (mid 6 figures).
He needs the school, then get on a job to get experience. Once he's been uprated he can go anywhere. There's much more to the job than the local hero as well, some guys are gypsies chasing storms, some are mercenary for lots of money. My brothers' advice is head down, learn, work hard and just show up and he can go far.
Also, it seems like one profession where being in a union is a much better gig that non-union.
