Would reusing a serial number be illegal?

Like if I bought a polymer lower, destroyed it and used the serial number from that on an 80% lower would it be illegal?

I want to say Yes because on a 4473 the serial number is matched to brand, caliber and model of gun

The manufacturer can.I had a lower with issues and they replaced it with the same serial number after destroying it.

Why would you want to match an old poly serial to a completely new/fresh AL lower?

The idea was if I were to buy a polymer lower now and it either broke, or a ban went into place, I could remake it in aluminum and still resell it if I choose too.

I believe if you were to do that, and get caught it would be a great way to get a permanent 10 year vacation. When you complete a %80'er, or manufacture any firearm it can not be sold, under any circumstances with out having a manufacturing license.
