Hmm I guess that put my guess of French kinda close since he's claiming Belgium. Hopefully you'll find out, I'd love to know myself. Good luck blcastle!
 
This is an ELG Black Powder Derringer. Here is an auction for a Flintlock version. The Flintlock in better condition with engraving is priced at about $450.00.

I would put a price of about $200 to $250 on this one unless it is particularly rare or has some documented history like it shot somebody famous.
 
By the way, the ELG is a Belgian proof mark. It's not the name of a company. And from what I can gather from doing quick research, that proof mark, in the oval with a star under the ELG means that the pistol was probably made before 1893.
