I like Deltons, not for the roll mark per se but their ARs tend to have very TIGHT upper to lower fit, IME.

They have been around for a long time, while other companies have gone belly up. Built a few of their kits and never had any issues.

They are PSA quality but I think their fit and finish is much better than PSA.

Decent budget guns, but many are 1x9 twist. Not sure about this one.

I have a 1-9 Delton upper. Good shooter and can slide the cmmg 22lr rigg in it and get pretty decent accuracy too

Eats cheap 22 too .

Figuring the cost of the optic you're getting a complete kit minus the lower for around $250. Grab a PSA lower and you have yourself a good budget gun. Even cheaper if you go with an Anderson lower. But I need this like I need a second women living in my house.
