    that is a Yugo M70ab2 with a type gas block that can be manually turned on & off for the grenade launching capability this gun has , it looks as though the grenade sight / lever on-off that typ is attached to the gas block is missing and your problem could be as simple as turning it back on...

    most rear disc caliper pistons should turn like a screw counter c.w. to set back flush to install new pads not really sure if this make vehicle's caliper is like that and you should always use brake grease on the part of pad that slides on the caliper/bracket
